
Under the leadership of Chief Minister Pushkar Singh Dhami, Uttarakhand has emerged as a national model in mining sector reforms, achieving remarkable progress through transparency, technology-driven monitoring, and strict action against illegal mining. The state’s impressive performance has earned it ₹200 crore in incentive grants from the central government.
According to the latest report released by the Centre, Uttarakhand has secured second place in the country for minor mineral reforms, entitling the state to an incentive of ₹100 crore. In addition, the state also ranked second in Category-C of the State Mining Readiness Index (SMRI), bringing in another ₹100 crore in central assistance. With this, Uttarakhand’s total reward for mining reforms stands at ₹200 crore.

Since assuming office, CM Dhami has focused on bringing transparency and accountability to the mining sector. Key reforms include:

These steps have resulted in a record surge in mining revenue over the past four years, making the mining sector a significant contributor to Uttarakhand’s finances.

The Finance Ministry’s review highlighted Uttarakhand’s rapid and effective implementation of policy reforms. Among the states receiving incentives Nagaland, Jammu & Kashmir, and Uttarakhand, Uttarakhand recorded the strongest performance in terms of pace, transparency, and structural improvements.
The central report notes that the state has systematically strengthened its mining operations through better governance, improved regulatory frameworks, and enhanced administrative sensitivity.
A Model for Other States
Uttarakhand’s mining governance model has gained national attention, with states like Uttar Pradesh, Himachal Pradesh, and Jammu & Kashmir adopting similar reform measures. The Dhami government’s achievements have positioned the state as an emerging leader in India’s mining landscape.
