
Once categorized as an “economically weaker” hill state, Uttarakhand is now setting new benchmarks in fiscal discipline, development planning, and inclusive growth. Recent assessments and government reports indicate that the state has moved from being called a ‘sick state’ to achieving a revenue surplus, reflecting strong and stable economic progress.
According to official data, the state raised more than half of its total revenue from its own resources in FY 2020, and this share has increased steadily since FY 2022. Senior state officials have described this rise in internal revenue mobilization as “a major achievement”.
Uttarakhand’s own tax revenue has grown at a CAGR of 14% since FY 2020, driven by improved collections from SGST, VAT on petroleum and alcohol, stamp duty, and registration fees.
A recent FinMin performance assessment placed Uttarakhand among the better-performing states, scoring 0.644 among special category states, just behind Arunachal Pradesh. This evaluation is based on deficit control, prudent spending, investment planning, and transparent fiscal governance.
Record Fiscal Turnaround
Reports highlight that Uttarakhand’s revenue surplus reached ₹5,300 crore in FY 2022–23, as noted by the Comptroller and Auditor General (CAG). This transformation showcases the state’s shift from financial stress to robust financial health, supported by good governance and efficient resource management.
